Runescape (Not very good anymore but it fits your description since they are now trying to add hotbars and stuff like WOW)

Ahh i remember runescape, i played for 10 minutes and got killed by a sheep, never played it again

EVE online is $15 a month and takes place in space. (2-ish week free trial)
Star trek online has better warplay but is less popular.(free)
Planetside 2 is a futuristic mmo shooter. (free)
War Thunder is a game set mid-late ww2. (free)
Mainly, just check out the "massively multiplayer" section on steam.

LOTRO is F###ing amazing, Neverwinter looks cool.

Although, I'd just throw down some $$$ and get GW2 or WOW.

OT: I don't really play (MMO)RPGs, but it's quite rare for a game genre like that to be F2P, at least without being P2W. If you're interested in any free MMO, planetside 2 is good (FPS).

Planetside 2 (kind of RPG)

I'll also suggest Path of Exile,even though it's not that much of an MMO,but one heck of an RPG game.
