$500 gaming pc for younger brother

well the main reason is because i will be able to upgrade to an i5 for him without having to get rid of the motherboard and he will be able to play more cpu intensive games with somewhat better fps

I see. What I would say if that is the cause I would just pony up the extra $30 now to get the Core i5-4570. Because if you were planning on getting the unlocked and overclockable i5-4670k that would also require a motherboard upgrade. It just doesn't seem worth it if you planned on upgrading to a core i5 anyway not to take that little step. Can save some money by getting the Rosewill Line-M, good case for the price. 

 

Also realistically, CPU is nothing compared to GPU for getting more FPS anyway. 

I was thinking more the previous generations of APU.

The 8670 chips iirc are pretty pricey at ~ $160 aren't they?

If you cross into the $600 price range for a system I'd think a 6300/R270 would be a better combo.

well he won't need the graphics card right away but when i have enough i will get a graphics card why did you choose that motherboard and not the motherboard i choose and why did you choose that fast ram i'm pretty sure you don't need fast ram for intel integrated graphics 

Integrated needs fast ram, but that was a mistake anyways.

 

I still recommend going with an APU.  Keep in mind that the A10 7700K is overclock-able, both the cpu and gpu.

 

I agree with venturizhou, get an i5 4570 for $160 or upgrade both the cpu and mobo later.

Not really sure, but the GTX 640 is lightyears ahead of it, and the GTX 640 costs $60.

Those are both fairly old cards.  The GT 640 is newer, from early-mid 2012 and the GTS 450 is from early 2011.  They are pretty neck in neck, with the  lead going to the GT 640.

 

If you give me a price range, I could help you pick out a good GPU for the price.

Thats a really tight budget.  I would get 4 gb of ram and the get another 4 gb later if you really need it.  The HD 7770 is much better than the R7 250, so you should get that one if you can stretch yor budget.  I would much prefer 4gb of ram and a HD 7770 than 8gb of ram and a worse graphics card.
