Like the title states will Ryzen 7 2700 (not the Ryzen 7 2700x) work with 3200mhz RAM?

I would say 99.9% of all specimens should.

I'm asking for a friend because yesterday he enabled XMP profiles to run his ram at 3200hz , however now his PC has been acting up and he can't run R6 and gets the "blue screen of death" he says. He has the 2700 not the 2700x.

Technically yes but it depends on the memory, depends on the motherboard, depends on the CPU (more specifically how good the IMC is)... it's that black and white, if it can't run on XMP you might have to do it manually.

Have him double-check that he installed the RAM into the correct RAM slots.

Yes. I had a 2700 paired with gskill 3200c16 Hynix afr running at 3600.
