Just because you dont have vsync on doesn't mean you dont have a 60 fps cap so make sure that also isn't the case. I would usually go as far as changing the 3d settings in nvidia control panel for gta v to have any type of vsync or frame cap disabled.

Is your monitor 60Hz or higher? If it's 60Hz, playing with windowed borderless will keep it from exceeding 60fps. Also, pick either FXAA or MSAA, not both, although using frame scaling without either option enabled is the better option for GTA 5.

Keep in mind there are MANY viariables that come into play, even when you and someone else have the SAME EXACT SPECS.   Case, case air flow.  Temperatures?  Drivers?  Everything up to date?  Windows update?  Is anything downloading?  Native resolution ?  What resolution are you running? etc etc

Keep the pc cover open.... put a tablefan in front of it......close all downloads.....check your afterburner or gpu tweak II settings.......make sure vsync is turned off......OR.......just try restarting your pc once or twice......and try not to cry if it still dosent work.

Are you running the same benchmark? If not chances are you are just running a different load and wont get the same results.

you say same specs... is it same storage solution? My understanding is its not just gpu/cpu ... that game data has to come from somewhere.
