My Ryzen 3000 cpu cores didn't go to sleep when I'm in desktop

I have a Ryzen 3900x, there's a really weird behavior I had observed from the AMD Ryzen Master software. When I have Chrome open playing a youtube video, 9 of the available 12 cores would went to sleep. But when I closed everything and show only the desktop, rarely any core go to sleep, they just go about 200-300Mhz each forever.

Thats normal behavior. Cores wont fully shut off and go to 0 unless you physically remove power.

Not true for Zen 2, the cores have a new power state (called CPP2) where they can fully sleep. Ryzen Master shows this by showing the word Sleep on the core.

hmmmm, you're right... This is my 3700x right now... interesting...

Did you know that if you click on the CCX0/1 button you can disable an entire CCX too? Found it out by accident, obviously the next thing I tried was disabling both CCXs simultaneously but Ryzen Master said no.

I have the same issue, My Ryzen 5 3600 is not sleeping anymore. I checked last month It was sleeping, now I checked again It is not sleeping. Is something I need to do to make it sleep again?

Is it possible that widows power settings setup as performance mode and that’s causing this?? Not sure just suggestion
