gpu fan not spinning at full speed

Even when my gpu is under load, the fan won't spin faster than 196rpm, which causes the temperatures to rocket to almost 100 celsius. Setting the fan speed to 100% in msi afterburner doesn't help either. What do i do?

gpu: evga gtx 1060 3gb
os: windows 10

Is there any resistance when you try to turn the fan with the system off?

Are you running any other fan control software?

If the card is under warranty, you can contact EVGA for a fan or card replacement.

Drivers up to date? I've had that causing issues with one EVGA card in past.
