The R3-2200G will definitely limit your performance.

 

Depending on how many mods you put into Fallout 4, the R5-3600 and RX-590 combination should be not a problem at 1920x1080.

As for City Skylines, it is a game that cares about raw CPU speed (e.g. frequency and IPC) over more cores.

Even CPUs like the i9-9900K, i7-9700K, Ryzen R9-3900X, and R7-3700X struggles a bit in that game, so don't expect 60+ FPS.
