Best way is use the BIOS. Familiarize yourself with the basics you need to OC your specific CPU using the BIOS and do it that way.

Haven't heard anything positive or negative about intel turbo boost.  AMD Overdrive has been known to use strange (high) voltage values which isn't really healthy for your cpu.   Generally you use these utilities to find a stable overclock (frequency/voltage) then reset to defaults and use those values in the bios (and do fine tuning).

 

In my opinion it's a better learning experience (so you know more about your computer set up) to look up an overclocking guide for your cpu and/or motherboard and do it manually in the bios.  If you don't feel like that just look up others who own a similar set up and see what they used for their overclocking values and use those.

I love OS overclocking. I really havent had trouble with it, and it saves me from restarting like a hundred times to get into the OS and run prime after each change. OS overclocks also let you save profiles so you OC when you need it, and leave it stock when you dont. That all equates to more efficient use of power and less heat when you arnt demanding alot from your CPU. Anyway, I would rec AMD's overdrive or MSI's control Center.

I would use your motherboard bios to overclock as OC software (if you are talking automatic OC software) usually will put more than your required voltage to your cpu.
