Please help my bros OS, The net is slower then a turtle no phun

Hey all thanks for taking time to read this. Monday the PSU arrives,, every part is here, and we wanted to not format his current SSD on quad core lol So I upgarded hime. LTT does no windows 10 install when they test and change hardware so it will boot up in. One problem,, right now his internet is really fuked up. speedtest.net show his conection at 100mbps and 11mbps upload but Firefox Chrome and Edge he told me couple sites to go to and when I went it mine loaded in barely 1 second. Same site he goes to all browsers take instan 12 seconds or 10 seond with Edge and about the same for chrome and firefox. We went to speedtest.net and his specs are correct he has 100mbps connection and 12mbps for upload.

Takes me not even 1 second and takes him 15 seconds to load. Were building his new system and he rather not fomrat. He has Win7 now , and went to win10. Now on new rig we put the SSD boot drive in and it boots to windows 10 after detecting devices is etc plus LTT does it a guru told me here, he does this all the time when testing or changing hardware. Now I know a clean format will fix this.. But we want to fix this or else he will have a slow net really snow rig,, and it will be a buzz kill. WTF is going on what can we do to fix this ? reinstall browsers... much help appreciated he has ton of sh*T so a no format would be ideal.. Gut if its taking 15 seconds to load pages . while the same sites load in pretty much 0 seconds. Any help will be greatly appreacited.

What are his specs? You have an enthusiest grade system, you should expect your PC to load sites faster than his, but yeah 15 seconds seems a bit outragous.

Check task manager to see if CPU is pinned at 80-100% at all times, I've encountered this during surprise windows updates.

Im so sorry. I bought him a new rig which is and were waiting for PSU to come monday to build it. Im talking about his current POS core 2 quad . RX 570 and and 8GB lol. It was worked before just fine..... What happened ? We dont wan to re OS but he will do it soon one day.

My Core2Quad Q6600 was starting to take 10-12 seconds to load Gmail when I replaced it 2-3 years ago with my FX 8350, I'd say this is expected performance given the Core2Quad series is 10-12 years old at this point LOL
