Nothing downloading on galacy s9

I am currently away from home and i wanted to watch netflox. But it dont have it on my phone. When i went to downloading it, it would just say pending. I have full bars of LTE and nothing else is downloading. I have also tried other apps. But they dont download

It may be because you’re using mobile data, my IPhone 7 doesn’t allow to download files over 200mb on mobile data.
