The 1660 TI can definitely do this. I'm running older games at full settings or even older ones with lower detail at 4k, staying above the "comfortable" FPS mark with my 1660 TI overclocked. Hoping to replace it once the RX 5700's drop though.

Yes if the monitor can support the correct connection on the card it can do 144hz 1080p.

But yes whether you get an even better ryzen cpu, or just a cheaper 2600 when it drops down further in price, both will play fine.  I have a 1660ti/2600 combo right now and it definitely gets that in those 2 titles.  Heck, I was getting 140 fps on a 970 before I upgraded, league is a super low requirement game (I think they recommend a 2 core cpu).  Fortnite on low setting should certainly be fine as well.

 

But tomorrow you can probably get a 3600 for what I paid for my 2600, so happy shopping!

That was a 970 with an i5 3350P; I believe it was a 3.3 GHz boost, you will definitely be good!

I would shop around for your RAM speeds, since there're quite a few deals on New Egg that're w/in $5-10 for the next bump up or the 3600 MHz are actually cheaper than the 3200 MHz at the same amount of GB; likely due to higher demand for 3200 MHz for gaming.  Keep your eyes open for them and make a determination from there.  3600 MHz obviously isn't required for gamin, since 3200 MHz is right before the drastic diminishin returns, but why not get somethin faster for the same price or cheaper, right?  Just a heads-up.

You can also wait for the benchmarks for the Ryzen 3 processors tomorrow once the embargo is lifted.  I'm traditionally Intel for processors, since I'm a gamer, but Ryzen def. has stepped their *processor* game up and I'll likely use them for a friend's build come October, if the benchmarks/reviews can back up good performance.
