What do you mean by ''can't run''? Are you having FPS issues, or can't you even launch the game? Try installing the latest drivers.

I am having stable fps that drops every 7 seconds.

you should have no prob at all runing bf4 with that set up try looking for updates maybe reinstall os

You get a constant 60 fps with some dips frome time to time? ... maybe VSync enabled?
