Can I push my gpu to use more resources in-game to get higher fps?

So I have a ryzen 2600x, a gtx 1070, and 8gb of ram and when I play games like GTA 5, I realize my CPU and GPU use around 40% to 70% of their resources while my ram is at 7000gb. So my overall question is, can I do something so that more percentages are used or could it be the ram that's bottlenecking me.

Sounds like a perfectly balanced system, honestly. Bump up settings and you leverage the GPU more, lower them and you lean towards CPU.

 

So long as your RAM utilization is not at or near 99% you're fine on that.

7000mb memory usage is pretty close to where Windows starts swapping hard with 8gb total system memory.

I see a bit of (old) buzz about gta V having some memory leak issues. I don't have it so I can't say if that's it. Monitor ram usage after you start the game, note what it's using, monitor it as you play. If it uses 7GB from launch it could be that it wants more ram to eat. That swapping is brutal on performance, as most storage is far slower than ram. We're not quite to the point where our storage space can double as system memory

Your GPU usage should be close to 100% assuming there is no vsync or framerate cap.
