Whenever you "turn your pc off" are you cutting power completely to your PC?

That certainly doesn't sound like a faulty PSU to me. Does you PSU supply enough wattage and do you have a CPU overclock?

Ok. Can you open up a Command Prompt or Powershell and run "shutdown /p" the next time you want to "shut down" and test if the same thing happens again after 2-3 hours?

Okay, what's your PSU though. Also if you have an unstable CPU overclock it can cause this to happen.

There is a good chance that's the PSU, but it could be the MB.

Reasoning, what you describe sounds like the motherboard switching to the backup bios because of a failure condition. However if the PSU is dropping the power during this process, it likely starts it over again. That said, check the CMOS battery, since you said it happens after it's left off for a prolonged time.

The appropriate troubleshooting for this would be to swap the power supply with an equal wattage model and see if the problem persists, as power supply failures aren't usually that predictable, but "reboot cycles" is one of the trademark symptoms.

How are you running a GTX1080Ti with that power supply? According to the info I can find, that power supply only has a single PCIe connector. The GTX1080Ti requires two.

Regardless of what your issue is, that PSU should be replaced ASAP.

Don't shop there again.

First priority is to replace that PSU. If you still have issues with the system booting after the PSU is repalced we can help then. I have a feeling that whatever issues you're having will resolve themselves with a decent PSU that is actually suitable for your system though.
In the mean time I would probably pull the 1080Ti out of the system and run integrated graphics from your CPU until the replacement PSU arrives.

If you like we can help suggest some units to replace it with. What country are you in? What is your budget for a new PSU? A decent quality 550w unit would be fine for an i5 6600k + 1080Ti.

The Corsair RMx is the much better PSU between those two. It would actually be a good choice for your system. I personally use a Corsair RMx with my GTX 1080Ti and i7 6700k

The Thermaltake Smart RGB 700w is not a good PSU. I believe it's a CWT GPK (don't quote me on that), which is just a rather unimpressive, cheap group regulated PSU that's used by a lot of PSU brands in their low end budget stuff. Adding a pretty RGB fan to it doesn't make it any better.
The Corsair RMx would be better in every possible way. It's not even a fair competition comparing the two. It's like lining up a Ferrari on a drag strip next to grandma's motorised scooter. Putting neon lights on Grandma's scooter doesn't make it go any faster.

If you want RGB, get an RGB lighting strip instead. It will look much better than an RGB PSU.
In most cases the PSU is better mounted fan down where there is often a vent to allow it to suck in air from the bottom of the case. This means that if you mount the PSU with fan facing down you won't ever see the RGB in the PSU.
