Can FreeSync make desktop UI experience smoother ?

Freesync is for removing screentearing, so you will almost absolutely not notice it in desktop. I don't know a single modern PC that has screentearing when just desktop-ing.

Can be in stuff like movies and in terms of saving battery in laptops. Other than that there really isnt anything

I mean when you're only on desktop your frametime will be perfectly stable like if you're watching a movie, your fps locks to your refresh rate and is as smooth as it gets so in this scenario FreeSync doesn't add up to anything.
