Best silent cpu cooler for under $45

My buddy is looking for a good CPU cooler that is silent for overclocking his ryzen 5 2600 for under 45 US Dollars

 

His motherboard is a strix b450-f and he wants enough room to install ram into all of his slots and the stock wraith cooler he has is covering one up enough he can only install 3 currently

 

Any recommendations? I thought maybe a hyper 212 but I've heard its not necessarily silent

If u will found a good deal, or mby its priced as low as 40s~ rn but Be quite pure rock. solid performer, using it on my ryzen and perfectly silent and low temps.

But if you really want cheap then go this one

That's still a 4 heat pipe design with a little 92mm fan. Will likely be out performed by the PureRock and more expensive.
