Ryzen R5 2600 

CoolerMaster MasterLiquid ML 240 lite

AsRock B450m Pro4 

Corsair Vengeance RGB 3200mhz cl16 16gb 

Asus Strix Vega 56 8gb 

Crucial MX500 500gb m.2 

Seagate Barracuda 2tb 3.5 inch

Corsair TX650 650w 80+ Gold modular

The terrible AiO aside, yes it's pretty good value wise.

In that price range, an air cooler will serve you much better, and I would honestly spring for a 2060 rather than the 56

It's on the tier 3 list. If he's doing light OC it should work fine, right? (But only buy it at a really nice price!)

The Pro 4 is a fine board for non-overclocked use, and could start you up on light overclocking. That said it is not really a board built primarily for that. If you plan to you should check the MOBO tier list!

 

So really, either your MOBO needs to step up for OC, or you're not going to need an AIO Cooler if you're running at stock. The 2600 comes with a sufficient cooler for non OCed use. (Save your money, or step up on the MOBO spending!)

Cool! I run a very similar system at stock and it games well.

 

And your list doesn't specify, but if you're tempted, don't buy 1x16GB RAM

Make sure you're at 2x8 for significantly better results.
