Stuttering when playing all kind of games.

So in the past 2 years, I have a decently well put together computer that I had personally built and from time to time I would get stutters while gaming.
At first it was Watch Dogs 2 and since it's a GPU intensive game I thought, maybe the GPU needs some time to chill but then I realized. It started stuttering on LOL (League of legends) Which is a game that does not even require a GPU to run. eventually risk of rain, risk of rain 2, etc...

Today I was wondering if I could get some help to fix this problem

My specs are

8600K Overclocked to 4.9 All cores Stablized

1070Ti

Z370 Extreme Motherboard

256 GB NVME Samsung 960 Evo

500 GB Samsung SSD EVO

Cooling:
H100i Corsair CPU Cooler

 

Additional:

1 x 6TB Western Digital Hard drive (Element) to store all my games and other things (';

Do the game stutter if they are run off the SSD? How many things are running of the HDD at the same time? Have you tried lowering your OC? It might be the case that your OC has began to destabilize if it's been constant over the past 2 years. Might be, might not be. You could try bumping voltage too and see if that helps. What are your RAM specs?

Reset all your bios settings to default, start from there.

The games do indeed stutter when running on the SSD. I have tried putting the CPU overclock to 4.6ghz and nothing has changed. My ram specs are 16GB 3200

It might be a good idea to try using Display Driver Uninstaller to remove all of your current nvidia display drivers and then do a fresh reinstall. Might be something to do with old versions of the nvidia drivers messing with the new ones which can happen after a while. This isn't 100% likely to be the fix but might be a good idea to try.
