FPS in Shadow of The Tomb Raider

Hey guys my build is:
Cooler Master H500P case
Ryzen 7 2700X 
Aorus X470 Gaming 5 Motherboard
Corsair LPX Vengeance 16GB 3000mhz DDR4
RTX 2080 ROG Strix OC
Samsung Evo 860 500GB
Segate Baracuda 7200RPM 1TB 

and i was wondering why in SotTR I get about 30 - 40 fps with ray tracing, now i'm wondering because i looked in task manager to see what my gpu is doing and i notice that my GPU is only being used at 25 - 29% capacity, if i can get some help with this it would be great

What happens if you turn off RTX features?

CPU bottleneck.

 

Well known issue that the 2700X etc can't keep up with the 1080Ti, 2080 and 2080Ti at 1080P.

 

Nothing you can do except upgrade to a 1440P Monitor.

Doesn't matter, will bottleneck it either way at 1080P.

 

Best thing you can do is upgrade the Monitor to a 1440P model.

The 2080 is really on the weak side for 4K, but it will work.

 

Depending on connections and the actual TV.

 

A 1440P computer monitor would be best.

I'm not seeing it having a potential to bottleneck considering other reviewer's tests setups used a CPU of comparable performance to the Ryzen 2700X. And at least one person has been able to get over 100 FPS at 1080p on high quality using an RTX 2070, with low quality achieving 192 FPS: https://www.gpucheck.com/game-gpu/shadow-of-the-tomb-raider/nvidia-geforce-rtx-2070/amd-ryzen-7-2700x/

At 1080 his FPS should be a lot higher than that, CPU bottleneck.

then i have no idea what my issue is
