Shadow of the Tomb Raider - high cpu usage

Howdy, so I've been playing some Tomb Raider recently, and I've noticed that in most of the areas my cpu usage goes up to 91%, sometimes even maxing out. I'm using a Ryzen 5 2600, is this normal?

Games use resources, so more often than not you want to see those percentages go high

Yeah that is fine,

 

I have my settings on max, my CPU (6700K ) and GPU (gtx 1060) are mostly at 100% when i play.
