So I have an fx6300 clocked at 4ghz with a gtx 780 lightning edition. And 8gbs or ram on an Asrock 970 extreme 3 motherboard and when I play bf4 my game just seems odd, it stutters, my guy moves around like he has a mind of his own, and it is just never butter smooth on ANY setting like it should be with this setup. Going back in time however, when I had a phenom ii x4 965 be at 3.8 ghz and a Radeon hd 7870 I could get way more fluent gameplay. I have tried every solution under the sun from unpacking my cores to ocing my CPU and I just fucking can't figure out why this is happening and it is so god damn frustrating because my fucking ps4 runs bf4 better even though the hardware is inferior.

Have you tried monitoring your gpu/cpu/ram usage while playing the game? That is the first place to start. People can't tell you what is up with it unless they know what is happening. Use MSI Afterburner (latest version) to record the fps, % usage and temps of all your components. It will output a txt file but you can easily put it into MS Excel and sort it into useable data with graphs.

So you guys think it just has to do with bf4 being unoptimized because I don't understand when I put BETTER hardware in I get WORSE performance, it is so stupid IMHO.

It isn't about hw at all. Its about drivers, pagefile and settings. My system with 560Ti is more stable than those running R9 series or 7xx series cards. But I run mixed graphics which give me best looks & performance.
