is a ryzen 5 1400 good as well? or will it bottleneck and what about intel what cpu should i get from intel?

The 1400 is OK, but its outdated. You may as well get the 2600 if it fits in your budget.

For intel? I'd recommend the 9600(k) or 8400 or 8600(k).

Hello guys and gals what cpu should i pair with the ASROCK GDR PHANTOM RX570 4GB?

Not really, It's a 4C/8T cpu and i would get at least a 6-core, especially with how cheap they are these days.

An R5 1600 should also be a decent option if you are on a really tight budget.
