You can not mix AMD with nVidia so says ME!!!  Either go all green or all team red.  Your CPU is intel and so is mobo, the 590 is pissed off you don't have a AMD CPU.

This issue is not the first I have heard from people buying half AMD and half Intel.  You will get it sorted out but until then you will suffer the wrath of team red and team green not playing nice with each other.

How is the performance in games? Do you get crazy drops in frames and stutters? Have you tried DDUing the AMD drivers and installing new ones?

What are you using to monitor the usage? If everything is running smooth it seems hard to believe that it's actually going from 0 to 100 and back, since you shouldn't be able to get smooth gameplay with such deviation.

No no I mean what software do you use to check (monitor) the usage. Maybe the problem is in the software that tracks usage rather than your GPU. It's not uncommen for a GPU to be utilized 99-100% during gaming and close to 0 when not gaming.

So looks like MSI Afterburner. Okay so what I would do is set the plan in the power settings of windows to "high performance". Also I would screw around in the settings of the AMD control panel (or whatever they call it, catalyst was the name the last time I had an AMD GPU). I really don't know that much about the AMD control panel thingemwhatty so I'm afraid I can't really help you unfortunately.

And to confirm, you did use DDU when you reinstalled the drivers?

Display Driver Uninstaller. It's a program that let's you completely wipe the drivers, since regular uninstalling can leave traces of the driver that can cause problems. You should find a guide in Google how to use DDU and uninstall the drivers. There are tons of tutorials on YouTube as well as written.
