Is my RTX 2080 being bottlenecked?

Hello there fellow gamers and enthusiasts.

I have recently upgraded my 1080 STRIX to a MSI Duke RTX 2080. The reason I did this was to be able to play on 1440p with a 144hz monitor at a stable FPS-rate (between 100-120fps if possible)

I noticed that my GPU is using only about 65% max of its capability, even after a solid OC (+70 Core and +700 Memory). Do you think my GPU might get bottlenecked by my CPU (not yet OC i7 7700k) ? I also have 16gb of ddr4 RAM at 3000mhz and everything sits in a z170 Pro gaming mobo.

Games I would like to play on max settings at said FPS-Rate and resolution are: BF4, Insurgency Sandstom, Overwatch, PUBG, (soon Anthem) and maybe like future Tom Clancy open World titles like Wildlands.

It shouldn't get bottlenecked with an OC on most games. Maybe Battlefield due it being cpu intensive. The bottleneck is more apparent at lower resolutions, higher framerstes so yeah you may be losing 15fps or so on bfv at 1440p compared to a 9700k.

There is no no bottleneck here.

Some cpus struggle to keep up when a gpu is pushing alot of frames really quickly. Thats why its good to have a better cpu when playing things like csgo. As long as your games run at high fps it shouldnt be a problem but no the 7700k overclocked shoudnt bottleneck the gpu too much in most games at that res.

Thanks @cashan @Constantin @Ssiss for your quick responses! You guys have any idea on what might be the problem for only using 65% of my GPU and dropping to 70-80 Fps from time to time ?
