Some years ago Denmark entirely ditched the 25 øre coins (worth a little more than 3 pennies), and it pretty much universally got retailers to round down when doing cashback. 

This is probably one of the few times I'll praise the free market for being almost entirely pro-consumer, but it did work out to everyone's benefit.
