Arctic Esports. Don't buy the 212 evo, its easily beat by coolers of the same price.

212 Evo is too expensive these days, $25 with a rebate only and that's still more than it's really worth.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Deepcool Gammaxx 400 is cheaper than the Hyper 212 evo and equally performing (more max performance while making more noise), I'd go for that if you're on a budget. Admittedly has no improvement in the looks category though.

The Gammaxx 400 and eSports ONE are better but not as cheap. 

Any of them would keep the 8700 temps in check so there's not much point in spending more for performance unless you plan to reuse the cooler for a different platform / cpu and want to oc. If you even up deciding on wanting something quieter, you can replace the fan later down the road.

I already did.

If you're only interested in the eSports ONE or Pure Rock, they don't perform much better than the Themis but the Pure Rock is quieter. As mentioned, the fan on the Themis is easily replaced so there isn't much point in not getting it.
