does the speed of a blu-ray disk drive make a difference when riping disks?
if I get a 16x blu-ray disk drive will it improve riping times? or is it just a waste of money? would it take the same amount of time as a 4x blu-ray disk drive?

on numbers, yes, have to be supported by both disc & writer though.

it is suggested always use slowest speed possible back in those days

It would probably depend on the drive and its firmware.

 

Some drives may detect a video disc is inserted and choose to limit the maximum rpm / read speed in order to stay silent (assuming you don't want noise while watching movies)

you dont need anything fancy for that, grab a standard old model that just work and any sata - usb adaptors for cheap

According to a reddit thread (though from 2 years ago) , this Asus drive doesn't have Riplock, so it should copy at fast speeds:

are there USB versions of those? my case doesn't have any external drive bays.

Typical BD movies take up 25–30 GB on the disc, every 1X drive speed is 4.5 MB/s for BD, so you can do the math :)

 

Most movies take about an hour on my laptop drive when it's locked to 2X, though if I put it to sleep and wake it up again it unlocks and then takes about half that time (up to 6X on my drive, though the speed will vary as you go; the data rate will increase steadily as it goes toward the outer edge of the disc, then decrease again when it transitions to the second layer and goes back toward the inside of the disc). At least with my drive anyway.
