Premiere Pro doesn't use OpenCL meaning the RX580 would be useless for hardware acceleration.

I believe it does. AMD cards have been used on Apple products for a while. Take a look at this: https://www.videomaker.com/article/c15/19313-cuda-vs-opencl-vs-opengl

For less than the price of an i5 I have a Ryzen 7 1700, which I think it will perform better for editing 1080p

Ryzen is the better bet for video production and other professional tasks. More cores is more cores.

I changed the title cause I found a 1060 a bit more expensive than the RX 580
