I'd go with the 1070 ti if ou wish to upgrade to high refresh rate further down the line. but if you're strictly gaming at 60hz, just go with machine 2

The Ryzen 7 build seems a bit overkill for your needs. I would go with the Ryzen 5 build. Also please do yourself a favor and put your OS on an SSD and use hard drives for mass storage. An SSD will not only make windows more responsive, but it will also be less likely to fail soon. Believe me you do not want to deal with your OS hard drive corrupting; it is pure hell to deal with.

I'd stick with the 2600 for the cpu and comparison shop the gtx 1070ti vs the rtx 2060 and get whichever one you can find cheaper. The NZXT H500 (non i) is an awesome case, as is the Fractal Meshify C.  Ryzen likes faster ram, so if you can, look for ddr4 3200. Go with a 256 or 500 gb nvme ssd for the OS boot drive and get a seagate baracuda 2tb for the rest of your files. I wouldn't waste money on a 1tb ssd.

Is there any reason why you want to go with AMD? Your budget would easily allow for a 9600K or even more, and you would get better gaming performance out of it than with the AMD CPUs.

From what I heard at the keynote speech today, it sounds like ryzen 3000 series 7nm chips will drop right into existing AM4 boards, albeit with a bios update.  I think getting onto the ryzen platform offers a great upgrade path down the road. Here's a sample system I whipped up on pcpartpicker.

Keep in mind that the msrp on the rtx 2060 is supposed to start at $350 when they become available to retailers.

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 2600 3.4 GHz 6-Core Processor  ($164.89 @ OutletPC)
Motherboard: Asus - ROG STRIX B450-F GAMING ATX AM4 Motherboard  ($122.74 @ Newegg Business)
Memory: G.Skill - Trident Z 16 GB (2 x 8 GB) DDR4-3200 Memory  ($139.99 @ Newegg)
Storage: Samsung - 970 Evo 250 GB M.2-2280 Solid State Drive  ($77.89 @ OutletPC)
Storage: Seagate - Barracuda 2 TB 3.5" 7200RPM Internal Hard Drive  ($59.89 @ OutletPC)
Video Card: MSI - GeForce GTX 1070 Ti 8 GB Titanium Video Card  ($449.99 @ Newegg Business)
Case: NZXT - H500 (Black) ATX Mid Tower Case  ($67.03 @ Amazon)
Power Supply: EVGA - SuperNOVA G3 650 W 80+ Gold Certified Fully-Modular ATX Power Supply  ($79.99 @ Monoprice)
Total: $1162.41
