Laptop boots for 3-5 seconds

Asus laptop boots for around 3-5 seconds on a black screen then cuts out.

I opened it up and removed the battery and the cmos still did not work.

However i did notice that the cpu fan does not spin at all in those few seconds is the fan broken is it the cause?

I have no clue with laptops :(

My guess this is either a mobo or cpu failure as it does not even get to the bios
