Cant Setup Netgear Router as AP for the life of me, Please Help

I want to make a different wireless network off of an already existing network by using a Netgear wPN824 v3.

 

I cant figure out what settings i need to be using, along with what ports for those settings I should be using. The idea for me would be to have it broadcasting its own IP range (Parent Network is 192.168.85.X), new network would be 192.168.1.X (only when connected to that Netgear router).

 

To do this, I would imagine I would use the routers WAN port to connect to the parent network, correct? The issue im having with that is there are no link lights popping up when I do (On either the router or the switch)

 

I know the other way to do this is to make it an Access Point, which I can find no guides for online and I can't find the LAN settings to disable DHCP. Im perfectly fine with either option as long as it is broadcasting internet into the building it is in.

 

What am I doing wrong or missing here?

I should be setting up the netgear as if the parent network is an ISP though, correct?
