fps fluctuations

Hi guys so I wanted to know if when playing games is you fps meant to fluctuate.

I  have been playing some overwatch and I noticed that in some situations like walking back from spawn I'm at about 140- 150 fps then when in combat I go from 69- 111 fps is this normal I have.

Ryzen  5 1600

Gigabyte RX 580 8gb

Corsair led ram 3000mhz

Water cooled CPU all fans at 100 for best cooling

Is this normal or am I being paranoid
