The rx580 is a beast card, but you wont see all the frames it can dish out on that CPU.  However there is hope. Have you OCed the CPU ?  If you OC it and have good cooling then the bottleneck will be less, much less.

The CPU won't bottleneck the GPU if that's what you're asking.

And, no matter what some say, a GPU can't bottleneck a CPU - it doesn't prepare anything that the CPU would have to wait for.

So what GPU should I get to get best performance? AND no oc.

You don't want to OC what ? video card or CPU ?  Just FYI OCing a video card doesnt yield much improvement but CPU OC's make a big difference.

If your going to be using WIndows 10 I would go with 16GB kit... 2x8GB  Because you want to have slots open in the future for you to go to 32GB one day ,, ya know...

If that's the case I may oc  my cpu but not till my build is stable.

I was asking about the ram because I heard that 1950x and its boards are quad channel up to 6 channel and would suffer a performance drop is I used 2 ram instead of the 4 ram sticks

No, what you do is put a stick on one side and a stick on the other side.  It becomes quad channel
