I am just wondering how an i5 3470S and a GT 1030 would go with 8GB of DDR4 RAM and a 1TB HDD. I don't wish to hear about "Just get a console" and things like that, just some things you might change and/or completely replace with AMD or something. Thanks in advance!

Why not an AMD R3 2200G? Or R5 2400G? And ditch the GPU entirely. I think that would be a good choice.

Isn't the r5 2400g the worst ryzen value for what you pay in comparison to the rest of the ryzen line up?

Scrap the i3 and 1030, get a Ryzen 5 2400G.

You ditch the GPU and use the onboard graphics with the 2200G or 2400G.

 Do keep in mind that csgo is primarily CPU bound, so the cpu power is more important that the gpu power, which is the exact reason why jumping from gtx 960 to 1070ti for me pretty much did nothing at all for more fps. If csgo is literally the only game you're going to play, then the i5 3470s is perfect. Older or budget gpu's isn't my broadest range of knowlegde but a gtx 700 series card should do ok, or maybe a gtx 960 (used) like I had should be good.

Yes and no, yes if you get a GPU along with it (better than Intel though), and no if it is purchased on its own.
