Does PCI-e 3.0 x8 and x16 matter?

I want to buy a Graphics card and I found Radeon RX 560 is best for my system comparing with my budget.
But it has two brands available in the market where I live Gigabyte and Sapphire. I like the Gigabyte one because has a cool design and very good dual fan cooling system but it has PCI-e 3.0 x8 and Sapphire one has PCI-e 3.0 x16 single fan cooling system. I have a PCI-e 3.0 16x Support on my motherboard. Should I buy Gigabyte one that has x8 or Sapphire one that has x16 matches my system and if I buy gigabyte will PCI-e x8 work on my PCI-e x16 and how will it perform compare to sapphire.

Neither will affect hwo the GPU performs, but that's pretty strange. I've never seen a GPU advertised before as having a PCIe x8 connector.
