Personal prefference. I don't think it matters that much, but I use a 1070 ti for 1080p gaming, so I know nothing

Definitely a stable 30fps

 

Cinematic filming is usually done at 29.94fps and is fairly smooth (this is what im basing my comment off)

and a constant fps drop usually ruins game play and results in poor game play performance, it will help you concentrate if the framerate stays the same consistently

I'd take a consistent 30 FPS over an inconsistent 40 - 60 FPS any day, even for fast paced games.

Unless you have G-Sync or Freesync, 30fps is better because frame-rate drops to 40fps will cause noticeable tearing. I would recommend you try lowering your graphics quality first, and if that's not enough, to lock frame rate at 30. Also, frame-rates that are a factor of your display refresh rate are usually preferred (unless you have G-Sync or Freesync).

While this sounds like a joke, its actually what I would prefer. Playing FPS games on sub-40fps is no-go on PC. 45-50 is playable, if you get used to it. 30fps just isn't.

I'd take stability over instability. Frame drops are a lot more jarring.

Either scenario would cause tearing, which I've started getting annoyed by when I notice it (thanks G-Sync monitor)

Looking into this, it's because DWM forces triple buffering on everything. However it's also forcing a form syncing which introduces input lag.

That's right, an increase in input lag which you most probably won't notice. I take that over screen tearing or micro stutter anyday.

With Gsync or freesync it's easy, you'd just take the unstable one, but without one the constant variable frame rate feels worse than a stable 30fps.

 

There's a reason why games running at 30fps on consoles feel smoother than any pc game running at average 30fps

Stable 30 is better than unstable 60.  Unstable 60 implies that other aspects of the system are unstable and liable to crash.  Having the game crash at the worst time makes having a high frame rate moot.
