Where can I safely buy legacy GPUs?

I've been scouring the web for a place to buy new GPUs from older product lines, like the Titan X or Titan Black and GTX 980 TI. But I can't find a place that sells them new. I don't want to buy from ebay because I don't want to spend 300 dollars on something that won't work.

umm..

Lots of places, depends on where you live tho. Craigslist is one, just be sure to meet up and test the card you're wanting to buy.

Ryzen 5 1600 @ 3.9 Ghz  | Gigabyte AB350M Gaming 3 |  PaliT GTX 1050Ti  |  8gb Kingston HyperX Fury @ 2933 Mhz  |  Corsair CX550m  |  1 TB WD Blue HDD

Inside some old case I found lying around.

You know that on eBay, the products are marked in categories that show if they're new, new but opened, used, broken, and one other that I can't remember. Just filter out the broken (for parts not working) listings, and all the cards have to work, otherwise you're allowed to open a case with eBay to get your money back.

I think he's saying that he doesn't trust people. I kinda don't blame him.

Lol, those are not legacy, they are just last gen. Good luck finding new at decent prices, as mining has jacked up prices on everything decent going back 3 generations.
