PCI Ethernet card

will a PCI Ethernet card provide better Ethernet connection than the port in a pre-2010 era pc? Would it decrease cpu usage?

GbE has been more or less standard on boards since at least 2006. So you'd have to go back pretty far before hitting a motherboard that doesn't have GbE.

would drivers have an impact on Ethernet performance? The on in my motherboard does not have any driver for windows 10 or 8/8.1

Yes and no, but it depends on what driver you're using. Performance also depends on a dozen other factors that could be beyond drivers as well.
