Asus board question?

Will the ASUS Prime B350 Plus motherboard turn on (at all, lights, a flicker, anything) without a cpu or ram?

 

In my build i dont have cpu, ram, storage, or a gpu but i want to make sure its not dead

 

Edit: also what about the P400S Phanteks Eclipse case? Will it do anything?

no it will not.

 

other than be a paperweight? no. though it should have it's own 12V, which is powered through the PSU, so if you short the pins in the ATX power connector, it should spring to life, but the MB will not do anything.
