What are the normal RPM for AMD Wraith Cooler (r5 1600)?

I'm not exactly sure, but you can see here a good review of the fan:

 

 

On that system, the fan was hovering around 30% during normal gaming but at some point in the video he configured the fan at 100% and then in a screenshot I see there around 2700 rpm
