Does the drive utilization coincide with the stuttering. Maybe provide a more cohesive story, these problems are always a guessing game, ruling stuff out is your job.

i have intel core i5 3.30ghzs and 8gbs of ram and 500gb hard drive and gefore gtx 1050 ti with 4 gbs and i have shuttering issue and fps drops on all of my games evan the windows store games SOME ONE PLZ HELP ME!!!!!!!!

Are all of your drivers up to date? Do you have windows 10 creators update? if you do do you have game mode on?

Yes to which of my question ? Disable game mode, Linus showed that in most instances it does not improve performance but it does negatively impact minimums.
