A couple easy changes there.

 

The RX 580 there is way better than 1060 3GB. It's better than 1060 6GB.

The Pentium G4560 is the same as a i3-7100 but costs very little

Use the budget room made to get an SSD

The  pentium will stutter a lot . Maybe go with an i5 7400 or 7500 and and a rx470 or a gtx1050 ti? Much more balanced...

No it won't. It won't run as well as a quad core, but unless you're trying to play on Ultra you should be fine. Up until recently I was using an i3-4160, which is weaker.

Not quite true. The 4560 is closer to the 6100.  In fact, the 4620 (which is better) has identical specs ton the 6100, other than newer architecture.

You're right, but in general terms 3.6 and 3.9 are going to feel the same. No reason to ever get an i3-7100 or a 6100 for that matter.
