What is "rtc video pnp listener"

My Windows 10 PC is sometimes slow to shut down.  The process "rtc video pnp listener" is stopping the machine shutdown.  I cannot find out where this program comes from.  Does anyone know?

it stands for Real Time Capturing video Protection and Privacy Listener, which captures your browsing habits and records video from your webcam when you boot your PC to the time you shut down and uploads it to people on the internet for money. seems to be just some bundled software. a simple uninstall should fix it. or you could probably disable it from starting up on boot.
