Will a I7 7700K bottleneck a Titan XP?

Only if you're planning on 1080p resolution or lower could there be a CPU bottleneck with current titles.

And by the time you're hitting that bottleneck, it's not a performance issue as much as it's just having overspent on the GPU.

There's something cool here - you just can't see it.

Hahaha, this is for a friend of mine with even less knowledge about pcs than me. He already has a 4k display so that shouldn't be a problem :)

Yes sure, If you are planing to run games on 480p.
