Just say 

R7 is old. Only the R9 can match the performance of it.  Find some used R9 if you can.

Gtx 1050 ti or rx 460? I want the 1050 ti but it was 40 dollars of my budget. The Best graphics card that I can find is the rx 460 which was spot on my budget. is it worth it for the 1050 ti?

It depends on what resolution you play on and what grafics quality you need. One other thing if you can you should wait some rime and get a 470 with is better than both.

Try and see if you can get a used r9 380.

1050ti is about 25 to 30% faster...up to you to decide if it's worth +40$ it's kinda hard to say with those budget cards like @ivan134 said at that price range i would personally try to find a more powerful used GPU.

I found a 168 dollar r9 380x should i go for it and also my cpu is an i3 6100 will it bottleneck?

Because EVGA is a more known brand, or some possible sales, or because they want to charge more/less. It's a free market, anyone can charge whatever they want.
