Kinda, they can still see that data is moving but they don't know its source using their standard modes of monitoring, it can still be back traced if it only proxied to one place just likely not by the ISP. You can layer methods of hiding location to make it effectively impossible to track, VPN + Tor for example

TOR and VPN from a clean virtual desktop is about to become common practice.

 

At least our high end hardware will be put to more use.
