Stuttering Issues with new Skylake Build, Help

Hello everyone, I was wondering if anyone could help me out because I have run out of ideas. i just finished my first pc build, the parts list are as follows:

Intel core i7 6700K @ 4.0 GHZ

ASRock Z170 Pro4 Motherboard

HyperX Fury DDR4 Ram 2x8 GB @ 2133 MHZ

ADATA SP900NS38 256 GB M.2 SSD

Corsair CX 750M 80+ bronze PSU

DEEPCOOL GAMMAXX 300 cpu cooler

I have been using the integrated graphics on the processor just recently as I sent back my R9 380 due to my lack of patience by not testing the integrated gpu to see if the same stuttering within games occurred, it did, I checked to see if the processor was overheating at all, but on air all the cores average about 24 degrees celsius. The ram was also tested and has no issues, I have reapplied thermal paste and reseated the processor many times with no success. The only thing that is very odd is this electrical noise that I thought was coming from the cpu but that wouldn't make much sense at least not to me. As I kept looking for the source of the sound I found that my psu had been making the electrical noise whenver I even moved my mouse on the screen, and that there was also noise seemingly coming from the cpu power header on the motherboard. My question is, is the PSU going bad and if it is, is it the cause of my stuttering within games and with the operating system at times. Any information would be greatly appreciated. Regards

so it might be that u dont need 750w psu, and its 80+ bronze so it could screw u over if u use very little of ur psu. watch those videos first, they are gonna give u more understanding.

Corsair cx have bad opinion if i am not mistaken so change it to bronze be quiet or evga

You returned your R9 380 and uses the igpu to see it stuttering in games and it did...

hello in which games it stutter ?

I also have a skylake build and that sound you hear when moving your mouse It's noise on the USB lines  I think is normal because mine do it also with no proplem don't worry about it

 

just tell me in which games it stutter ?

mine stutter in the settlers 7 path to kingdom bad amd driver not optimized for that game

 

aso I recommend you to get a seasonic g 650 psu

not saying the stutter caused by the psu - I'm sure the stutter is caused by amd drivers

but just to be safe

also you said it stutter with igpu ofcourse it ill stutter for example if you run battlefield 4 on igpu .

I was stuttering in league of legends and cs:go going from high frame rates of let's say 250 on league to 53 for about 2 seconds before it shot back up to 250, but it happened on both the igpu and the dedicated card so I can't find an explanation, I also put my ear straight to the psu whenever I did some somewhat heavy tasks, and the electrical noise got worse when I did. I also hear electrical noise from what seems to be the cpu power connector on the motherboard.

I honestly checked everything else, I sat here all night testing the pc in different configurations to find the root of the cause, at one point I only had the 24 pin cable and cpu cable in, and the sound was still present just not as bad since there was nothing running any heavier than startup. My main reason for returning the gpu is that where I live it's fairly hot (Miami) so I felt it would be better to have a card that runs a bit cooler, nothing against amd. I would play league of legends and cs:go and the frames would dip randomly for 2 to 3 seconds then shoot back up, which in games like those could be crucial moments. if it was coil whine I could probably live with it but the sound is almost inaudible when the pc is on idle, so for the stuttering to occur on both the dedicated card and the igpu, it leaves me with no answers, I have checked power settings, and all drivers and bios, nothing has seemed to resolve it.

It was pretty block headed of me to think about it that way I agree but I feel as if I would've returned the card anyway, it gets pretty hot where I live so I wanted a card that ran a bit cooler so as to not get to be at relatively high idle temps, even though it's not the cards fault. Still can't seem to find the answer as the why the stuttering happens in low intensity games like league of legends, I had a GT 750m in my laptop that never did it at 60 fps so it was odd to see such high frame rate drops.
