is the 1070 superclocked overclockable? and if so what are the recommended settings? 
also i have a i7 9700k with z390-e what are the recommended settings for overclocking that as well?

The best setting for the card is whatever gets the most performance. You should run benchmarks in something like unigine heaven to make sure your OC settings are working properly.

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

For the CPU: I'd go for 5.0GHz all-core and start at 1.4V. Then decrease the voltage in 0.01 steps until it's not stable anymore. When it crashes just up the voltage 0.01V and it should be fine.

 

As for the GPU: +100MHz Core / +500MHz memory should be a good starting point. Then you can step it up slightly until you see instability. Then step it down one notch and you should be fine.

 

Overclocking always includes a bit of trial and error to see what your particular hardware can handle.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
