A heatsink will help keep the VRM cooler, so the 2nd motherboard will most likely be better.

The first mobo is also a "business" oriented mobo, so most likely it will have limited or no overclocking options, few or no options to set or adjust voltages and so on.

 

As for max cpu ...no idea.

From what I can see the tuf board 

The green pcb looks like 10 plus 2 but I heavily doubt it's that 

It's also 2 stage (looks like it )

The one at the bottom looks like a 3 stage 6 plus 2 I would trust the tuf board

Well I was told maximum safe CPU for board B was a 3300X but the other I am not sure if that one can safely harbor a 10500, 10600 or 10600K(not gonna OC it so pointless) but any of them is surely better than a 3300X?

You can definitely power a 6 core 

Maybe an 8 core although that would be pushing it's limit

The TUF board is fine for up to Ryzen 8 core processors (basically any 65w TDP processor will work fine).

It will also work with a 3900x at stock frequencies but may throttle from time to time... adding a small fan blowing air down on the heatsink will keep the board from throttling.

Its a Zen 2 so in theory down clock the 3700X and we should have a match? Minus super SSD? :I (PS5 only so...)

But don't compare your specs with consoles 

Because most likely while the hardware is awesome there will be some limitations so I won't worry about that

Well my Athlon X4 880K matches the consoles in theory tough it cannot do Battlefield V 64 players as reliable as a PS4 can it seems 32 players no problem can even use the sniper without missing with 32 players... (I feel that the 10600K is the closest match to a 3700X at 3.5GHz...)

The 3600 has better ipc count and theoretically should match the 3.5 zen 2 cpu in consoles more 

If you want get a 3600 and you'll have something no other console have

Consoles don't have the overhead of an operating system like Windows 10, and don't have stuff like antivirus programs discord, steam, skype and browsers in background stealing cpu cycles and memory.

They also have a somewhat fixed hardware, so the drivers can be optimized for the hardware and the game can be optimized for the video card.

 

On PC, some things have to be changed to work on intel, amd and nvidia video cards and options may be tweaked to support a wider variety of processors , sound cards etc so the graphical settings will be different, sound processing is different... you can't compare pc to console directly.

 

note about console cpu ... it will use gddr5 or gddr6 which has more bandwidth than ddr4 so in some instances, even though the ipc is lower than ryzen 3xxx, it may actually perform better because of memory bandwidth ... also having video card memory shared with cpu memory will help somewhat ... while on pc you'd probably have a bunch more memory copies between ram and video card vram, more latency and so on...

If you mean does it have less chache? 

I mean we still do not know anything about consoles and Frankly I think it's over hyped 

The new custom controller and the compression etc is really cool but the GPU and CPU will have limitations 

The 3600 could out do that zen 2 chip even if that one had more ipc

Well I am under impression its gonna be thermal limited so I expect it to be better than a 2700 but worse than a 3700x and the GPU probably a thermal restrained RX 5700 non XT so I expect that anyone buying a 3700x is probably set this whole generation... UwU

It will come down to thermals and if it is even a "3700x" equivalent for all we know if could be an "8 core " and that's it and it could not match even a 3600

Either way back to this topic 

The tuf board is the better value 

Cleaner consistent power delivery with a heatsink and it will absolutely do better than the green pcb board

The board would handle it but the silicon quality is something that can't be guaranteed
