PC underperforms big time

I made a reddit post about it but havent gotten any answers on it.

hey guys as mentioned i feel like i am not getting the frames i should be in every game. these are my specs: https://imgur.com/a/LL7FPpk

i am only getting around 150 to 250 fps in csgo. My friend with a way older pc gets way more fps than i do. i also am getting warnings of lags doing my streams if i play some heavy games while streaming. I feel like i should be pulling way more fps on this pc and have tried a lot to fix it. I have good temps around 50 to 70. and i take care of what i put on the pc. i tried disabling the integrated graphics in device manager since i thought it might be interfering with my RTX card.

I also cant get into bios if both my monitors are plugged into my RTX 2070. 1 of them have to be plugged into the motherboard or else the monitor will only turn on when i get to the login screen. Hope you can shed some light on this.

Edit: i have XMP enabled in bios and have not been overclocking or anything on the pc.

Edit 2: i see that my graphics card Arent showing on this list. I have a RTX 2070
